[Elluciansupport] Upgrade to 3.7.1 ACT/ EOS Import Issues

In TEST 3.7.1 ACT Score Imports and EOS Suspect Imports, we are not having any luck getting them to import and work their way through the process of imports/workflows. We tried importing 43 ACT records and at first we noticed that all of the Workflows that run after import have been deactivated (they are all active in PROD). We re-activated the workflows, but they are not running. We tried importing a list and they all have a status of Waiting or Waiting For Resources (even though there are only two of us in the TEST environment). We thought maybe it was just this list, so we tried importing a list of 82 and that didn't even successfully import or produce failures, it said "Waiting for Resources". If ACT imports and workflows are not working EOS Suspect imports are not as well because they use similar workflows. We waited about 45 minutes to see if anything would happen with an import or with the related workflows and nothing has.
